FUNAAB Strategises For Next 10 Years

The Vice-Chancellor of the Federal University of Agriculture, Abeokuta (FUNAAB), Professor Oluwafemi Olaiya Balogun, has vowed not to leave any administrative burden for his successor, by the time he bows out of office, next year.

To this end, the Vice-Chancellor has set in motion, machinery for the articulation of Year 2011 – 2020 Strategic Plan for the institution.
Professor Oluwafemi Olaiya Balogun, last Friday, in the University’s Senate Chamber, inaugurated the Committee that will evaluate the strengths and weaknesses of the current Strategic Plan (2000 – 2010) as well as envisioning the growth and development pattern of the University in the next ten years.
The Committee has the Vice-Chancellor as its Chairman, while his two deputies, Professors Toyin Arowolo and Felix Salako are Alternate Chairmen, with four senior  Registry officials, serving as Alternate Secretaries. Its membership includes Deans, Directors, Heads of Service Units and other key sectors of the University.
Inaugurating the Committee, Professor Balogun observed that current trends and development initiatives in the institution dictated the need for a total reappraisal of the operational strategies required to deliver the mandate and goals of the institution.
Justifying the need for the reappraisal, the Vice-Chancellor said, “I will feel unfulfilled and irresponsible if we don’t put in place, a plan for another ten-year strategy”.
Professor Balogun lamented the fact that the last Strategic Plan of the University was not fully adopted and embraced as a major instrument guiding the implementation of its mandate goals as the document was not adequately circulated and disseminated among key administrators.
The Vice-Chancellor said the development was responsible for a casual and routine approach to administration, at a point in the University, as key players in the institution were not aware of the existence of the 2000 – 2010 Strategic Plan document.
“The document was not handed-over to me, I discovered it out of personal curiosity. Its contents were well articulated, with beautiful vision and goals for each College. But no College has been making reference to it and no Dean has been using it to guide his or her conduct.
Thank God that aspiring Vice-Chancellors were mandated to draw their vision and mission that will guide their performance in office. This administration has been guided in the last four and half years, by the personal vision and mission programmes that I developed within the statutory mandates and goals of the University as a Vice-Chancellor”, he declared.
He observed that the last Strategic Plan, though robust, “has been overtaken by events. It is not totally irrelevant, but it is yearning for review. Changes in the last four years alone are enough to warrant review”.
According to the Vice-Chancellor, the University must comply with the standard global practice of service delivery, while it should also align itself to current plans of government for development with a view to actively contribute its quota to new trends.
“We must follow global trend and new initiatives of service delivery. Our Strategic Plan must align with government plans for development. For instance, policies on agriculture and what we will be our own contribution to the success of such plans”, he stated.
Professor Balogun enjoined all Colleges, academic and non-teaching units of the University to “forward your agenda and goals; time sequence for programmes; probable constraints and solutions as well as review plans and resources required for actualisation of such programmes”, to be fully captured in the new Strategic Plan.
The Vice-Chancellor further observed that the ability of each academic or service segment of the University to properly articulate its focus and mission in the next ten years, would help for proper planning at the centre, warning that “Improper planning could cripple the machinery of administration”.
Colleges were therefore mandated to devote the last two weeks in December to mapping-out ideas that could be incorporated into a corporate Strategic Plan that will jointly be drafted at a Retreat, tentatively proposed for January or February, next year.
